Data Supply Charges & PAF® Licence Fees

The cost of postcode data for your particular application will depend on a number of factors - level of data ( Full DP or Street level etc.), number of editions of the data per annum, geographical coverage and, for Royal Mail only, number of users. We have therefore developed a unique Price Calculator to give you an accurate estimate of the cost for your specific requirements.

Data Supply Agreement & Royal Mail PAF® Licences
 
The supply of postcode data requires the completion of two documents, a BPH Data Supply Agreement and a Royal Mail End-User Licence Registration. PDF samples of both documents can be downloaded from this page.
 
Any usage of postcode data is subject to the Royal Mail End User Licence terms and conditions. BPH administrate these licences on behalf of Royal Mail, submitting monthly returns for new clients, renewals or upgrades. The annual licence fees are dependent on a number of factors; level of data (DP, Thoroughfare or Postcode), number of end users and/or processors and geographical coverage. Most scenarios are covered in our Price Calculator.
 
Please note that postcode data is supplied and licenced on a "legal entity" basis and may not be copied or distributed to any third parties.
 
We appreciate the licencing may seem over complicated particularly for subsets and smaller extracts - but as a reseller we have to follow the Royal Mail rules....

Forthcoming Changes To Royal Mail PAF® Licencing
 
On 1st September 2006 the Royal Mail confirmed they are changing the way PAF® is licenced following an extensive consultation period. All existing reseller contracts have been terminated giving 3 years notice effective 31st August 2009.
 
The new licencing arrangements and pricing models are to be phased in over a three year transition period and it is envisaged that by 1st September 2009 all PAF® licencing will be based on the number of users (banded) and the specific type of application(s) in which postcode data is utilised/accessed. New licence fees effective 1st September 2007 have been notified. The primary change is that the "per user" charge for full or thoroughfare level PAF® has been reduced, and the "system" or "multi-system" fees increased.

Royal Mail PAF® Licencing and the Data Protection Act

 

Currently we can only supply PAF® data to countries as defined by the Information Commissioner's Office as follows:

Note: the Information Commissioner’s Office assumes that there is adequate protection if PAF data is transferred within the EEA and that:

The EEA, an approved area, consists of all European Union member states, together with Iceland, Liechtenstein and Norway.

Argentina, Guernsey, Isle of Man & Switzerland are also approved as having an acceptable level of data protection.

In the USA, companies are approved if they have signed up to the "Safe Harbor" scheme

In Canada, approved companies are those subject to the Personal Information Protection & Electronic Documents Act 2000 (PIPEDA).

Royal Mail Licence Fees

In a recent announcement  Royal Mail have stated that the licence fees applicable from Sept 2009 will be made available in April 2009. We are therefore unable to provide projected RM fees within our price calculator.
